Local mechanisms of reinvesting for climate neutrality and local community development


In June 2020, the project BLR/SGP/OP6/Y4/STAR/CC/18/14 “Local mechanisms of reinvesting for climate neutrality and local community development” was completed (implemented since 2018). The project has a practice and demonstration focus on increasing local contributions to countering global challenges, especially against climate change. The project created a unique mechanism for green reinvestment in Belarus (mushroom production on straw) based on Chvarasciany  Agricultural Consumers' Cooperative (non-profit organization), established by farmers and citizens.


Project results.



The potential of the cooperative to grow mushrooms on straw as a local reinvestment mechanism for climate neutrality and the development of the local community through the acquisition and installation of new equipment has been increased. New approaches and methods for growing mushrooms have been developed.

An information and educational center has been created under a cooperative for training villagers in the use of "green" technologies in production and everyday life.

Work is going on to create and organize the work of a workshop for the processing and production of local agricultural products. New equipment was purchased, premises were repaired. The start of the workshop is scheduled for August-October 2020.

The burning of more than 50 tons of straw and stubble on the territory of more than 200 hectares was prevented.

Not less than 100 kg of nitrogen oxides, 70 kg of hydrocarbons, 4 tons of carbon dioxide and carbon monoxide are prevented from entering the atmosphere.

Further activities of the cooperative with an annual increase in production volumes will allow by 2025 to exclude air emissions of at least 4.86 tons of N2O, 4.857 tons of CH4.3.415 tons of CO2.

Coverage of the population in the matter of informing about the activities of the cooperative and the implementation of the project exceeds 1000 people.

An electronic information and educational program (course) on combating climate change, mitigating and adapting to the effects of climate change was developed and posted on the Yaklass educational Internet portal. The audience of the portal is more than 100 thousand registered users - students and their parents, as well as teachers from all schools in Belarus.

 Trainings and open meetings were held with the population of the Slavgorod district on the basis of the Slavgorod RIC, where answers and explanations were given on issues of both the grant activity of the cooperative and the environmental and economic components of the project. In addition, the discussion of the project and the cooperative’s activities is constantly taking place at forums organized by the Slavgorod RIC under the project “Networking to Improve Employment Opportunities in Rural Areas of the Mogilev Region”, the total number of participants being close to a thousand people - representatives of both the Mogilev region and the country in general and foreign guests.

The business activity of local residents is increasing, due to the manifestation of interest in the cooperative, the desire to cooperate and work in the cooperative.

Given the interest of the local population in cooperation with the cooperative, it can be argued about the long-term cooperation and sustainable work of the cooperative. 2020 “sowing” year will show the first results of the monetization of the mechanism of involving the local population in economic activity, which, of course, will further strengthen cooperation on the basis of the “Cooperative-local population” model.

The opening of a center for processing local agricultural products on the basis of a cooperative also has a long-term nature of cooperation with the local population. Residents of the surrounding villages are actively interested in processing the capacity of the cooperative of root crops grown on their own farmsteads.

Also, the sustainability of the achieved results of the project will be ensured by the implementation of the SGP project of the US Embassy “Center for Assistance and Information and Consulting Support for the Rural Population”. The implementation of this project implies even more points of cooperation with the local population through the provision of services in the field of consulting work, electronic document management, training, etc.
